At the proposal of the Ministry of Finance, the government decided to cover the cost increase for the construction phase of the reconstruction of the building of the National Library from the funds provided in the state budget for the construction of the new television complex of the ERR Strategy 2022-2025.

The initial development contribution of the state budget strategy was 22 million euros, which has now been postponed into the future. The development would give ERR’s television studies modern spaces and the building would be located between the radio and the news houses on Gonsiori Street in Tallinn.

“The Ministry of Culture and the Ministry of Education and Research, in cooperation with the state property manager RKAS and the Ministry of Finance, will further analyze the budget of the installation costs of the national library and present a clarified calculation before the state budget is discussed strategy for 2023-2026. Options for financing the respective expenditures will be discussed within the framework of the preparation of the state budget strategy 2023-2026 and the state budget 2023 ”, said Hannus Luure, public relations officer at the Ministry of Culture, the BNS.

He stressed that the reconstruction of the national library was already under way and could not be stopped. “ERR is still a priority, this is more of a budgetary issue – there are plans to spend on ERR that is not currently in use but is being postponed,” said Luure.

In July, RKAS announced a public tender for the renovation of the National Library building in Tõnismagi, Tallinn. However, the purchase offers received by September far exceeded the 7.8 million euros originally planned for 2022.

RKAS announced in October that it did not have sufficient funds to rebuild the building, as both tenders for public procurement significantly exceeded the originally estimated costs of the work in 2022.

“As both tenders are over budget, we cannot complete the evaluation protocol for the tenders, as no decisions have yet been made about the possibility of covering the cost increase,” RKAS spokeswoman Annely Jõgeva told BNS.
